David Geffen School of Medicine Industry Relationship Guidelines, effective July 1, 2007

Dean Gerald Levey has released new guidelines for faculty, staff, and students regarding interactions and relationships with industry. The guidelines were approved by the School of Medicine Faculty Executive Committee in November 2006, and are effective July 1, 2007.

California Form 700-U New Validation Feature

A validation feature has been added to the California Form 700-U, “Statement of Economic Interests for Principal Investigators.”  The validation version of the form will provide prompts to remind responders to complete each of the required fields. Upon completion, respondents will receive a message if a supplemental form must also be completed.  The validation version of the Form 700-U can be completed on-line.  However, because of State requirements the form must still be printed and signed in ink prior to submission.  This validation version of Form 700-U is available on the Research Policy and Compliance Forms page.

UCLA-RAND Joint IRB Deferral Mechanism for Health and Health Services Research Memo

Roberto Peccei, UCLA Vice Chancellor for Research, and Michael Rich, Executive Vice President of the RAND Corporation announced a new mechanism for facilitating Institutional Review Board (IRB) review of research that falls within the scope of the September 2002 UCLA-RAND Memorandum of Understanding (MOU) for Health Services Research

PI-Initiated Industry Funded Clinical Trials Indirect Cost Rate Increase, Effective July 1, 2006

Last fall, Vice Chancellor for Research Roberto Peccei advised of an increase in the indirect cost rate for industry initiated and supported clinical trials to 26% (of total direct costs.)  Effective July 1, 2006, the same rate of 26% will be applied to Principal Investigator-initiated industry funded clinical trials.  Thus the indirect cost rate for all industry supported clinical trials will be 26% (applied to total direct costs.)

Memo From VC Roberto Peccei Regarding the Effort Reporting System (ERS)

The Effort Reporting System (ERS) is a newly developed, fully automated system that will streamline the effort reporting process and address issues that exist within the current Personnel Activity Report (PAR) system.  It will refine and correct calculations, eliminate paper reporting, and provide mechanisms to adequately monitor effort reporting and ensure compliance with federal reporting requirements.  More information about ERS can be found at www.efm.ucla.edu/effortrpt.htm

Creation of UCLA Embryonic Stem Cell Research Oversight (ESCRO) Committee

Vice Chancellor for Research Roberto Peccei recently released a memo announcing the creation of the human Embryonic Stem Cell Research Oversight (ESCRO) committee as an initial step to provide oversight of research involving human embryonic stem cells (hESC).  The establishment of the committee was first announced in Vice Chancellor Peccei’s memo on Preliminary Guidance on Conducting Human Embryonic Stem Cell Research at UCLA which was disseminated on August 2, 2005.   The ESCRO will help ensure that UCLA hESC research meets the highest scientific, ethical, and legal standards while facilitating the conduct of such research.  The policies, procedures, and forms for ESCRO review are at http://www.research.ucla.edu/researchpol/stemcelldocs.htm.

Non-Competitive Funding Guidelines

The University of California Guidelines on Non-Competitive Funding has recently been released.  These guidelines outline the circumstances that warrant requests to seek congressional-directed ("earmarked") research funding. Preliminary Guidance on Conducting Human Embryonic Stem Cell Research at UCLA

A memo regarding Preliminary Guidance on Conducting Human Embryonic Stem Cell Research (hESC) at UCLA was issued on August 2, 2005 by Roberto Peccei, Vice Chancellor for Research and Alan Robinson, Associate Vice Chancellor, Medical Sciences. It provides interim guidance to the campus research community until UCOP and other campuses develop consistent stem cell research policies compliant with state and federal regulations

Updated Conflict of Interest in Research Procedures

Updates were recently made to UCLA Procedures 925.2 "Disclosing Financial Interests in Non-Governmental Sponsors of Contracts and Grants for Research" and 925.3 "Disclosing Financial Interests Related to Government Sponsored Contracts and Grants for Research" and became effective August 30, 2004. A September 14, 2004 memo from VC Roberto Peccei highlighted key changes, including the use of new financial disclosure forms.
