UPDATED
CONFLICT OF INTEREST IN RESEARCH PROCEDURES
Updates were recently made to UCLA Procedures 925.2
"Disclosing Financial Interests in Non-Governmental
Sponsors of Contracts and Grants for Research" and
925.3 "Disclosing Financial Interests Related to
Government Sponsored Contracts and Grants for
Research" and became effective August 30, 2004. A
September 14, 2004 memo from VC Roberto Peccei highlighted
key changes, including the use of new financial disclosure
forms.

PRINCIPAL
INVESTIGATOR ROLE AND RESPONSIBILITIES
On August 11, 2004, VC Peccei issued a memo reminding
all research faculty and staff about the Principal Investigators
critical role and responsibilities for the design, conduct,
and reporting of their research as well as supervision
of employees, students, and postdoctoral fellows.

ACCEPTANCE
OF INCENTIVE PAYMENTS, GIFTS & GRATUITIES
On March 12, 2004, EVC Daniel Neuman issued a guidance
memo reminding all employees of University policy
regarding the acceptance of gifts and gratuities.

SEPTEMBER
2002 UCLA/RAND MEMORANDUM OF UNDERSTANDING
The memorandum establishes a formal relationship between
UCLA and RAND in the health services area.

OFAC, Patriot Act and ITAR Regulations
and Research: Balancing Homeland Security with Scientifc
Communication.
Following the events of September
11, balancing the need for national security while maintaining
open scientific communication has become a topic of significant
import. Awareness of issues related to access to information
and scientific materials, citizenship restrictions and
other sponsorship controls, regulations related to export
controls, and anti-terrorism legislation have increased.
VCR Robert Peccei issued a memo on
April 03, 2002 to Deans, Directors, Chairs, and Faculty
regarding this subject. An update to the memo was issued
on November 11, 2002.

UC's
License Authorizing Travel to Cuba Renewed through March,
2005.
In 2001, UCOP obtained a Specific Educational License from
the U.S. Department of the Treasury authorizing UC
students, staff and faculty to travel to Cuba under the
university's auspices. The license was recently renewed
for use through March, 2005, and is valid systemwide.
