Overview
National Science Foundation's FastLane
system, in existence since February 1995, is designed to
use the Internet and World Wide Web to streamline the way
NSF does business with the research and education communities.
Currently FastLane allows users to electronically submit
proposals, check on proposal status, search existing awards,
and file final reports.

Electronic
Signatures:
Effective June 1, 2001, the National
Science Foundation no longer required Principal Investigators
and Co-Principal Investigators to sign proposal cover pages.
Proposals need to be ELECTRONICALLY signed only by an institutional
Authorized Organizational Representative (AOR). At UCLA,
Grant Analysts and Contract and Grant Officers within the
campus Office of Contract and Grant Administration (OCGA)
have been designated institutional AORs as have those Department
Research Associates delegated specific University signature
authority to submit grant proposals.
To accommodate this change, the UCLA
internal routing and approval process for NSF proposals
has been modified slightly. In an effort to streamline its
processes, OCGA no longer requires paper copies of the proposal
to be delivered to the office. Rather, OCGA staff will generate
a paper copy of the proposal for office files after submission
of the proposal to NSF. Materials routed to OCGA in connection
with NSF proposals will still need to include only the completed
“Goldenrod” with original signatures, applicable disclosure
of financial interest forms, and additional documents as
appropriate (human and/or animal research subject approvals,
etc.)
All other aspects of NSF proposal submission
remain unchanged.

FastLane
Access Requirements

Access is available to all UCLA researchers eligible to serve as principal investigators and research administrators involved in the NSF proposal process.
If you do not have a login ID you may need to register as a FastLane user. To register download the NSF account setup request form, fill out the required information, and e-mail it to your Grants Analyst/Assistant.
Once you are registered as a FastLane user, you will be provided with a temporary password. The next time you log into a FastLane function, you will be prompted to change your password -- this will be your FastLane password.
Following is important information about FastLane Passwords:
THE PASSWORD:
- Must be between 6 and 20 characters
- Must contain at least one alphabetic and one numeric character (i.e., pass12)
- Passwords are not case sensitive (i.e., the system will recognize all variations of PASS12, pass12, PaSs12, etc.)
- Passwords will expire -- currently it is set at 365 days since the last time it was changed.
- Your last three passwords cannot be re-used.

NSF's World Wide Web applications
that require data entry require a Web browser that
supports Forms. However, when using NSF applications
that require significant data entry, it is highly
recommended that a Web browser that supports the following
features be used:
- support for preformatted input
fields (highly desirable, otherwise input fields
will not be aligned on the form)
- cut and paste into text fields
- tabbing between fields
- support for multiple submit
buttons
Clients that provide these capabilities.
Netscape
- for X-Windows, PC (Microsoft Windows), and Macintosh.
NOTE: If you are using Windows 95 you should use the
32bit version of Netscape. There are known problems
when using the 16bit version on Windows 95.
Microsoft
Internet Explorer 4.X- for Microsoft Windows and Macintosh.
NOTE: Some MSIE users have reported difficulties in
configuring MSIE to launch Adobe Reader from within
NSF FastLane. Netscape is copyrighted by Netscape
Communications Corporation. Microsoft Internet Explorer
is copyrighted by Microsoft Corporation.

Basics
-- This is a "hands-on" training link utilizing
frames to interact live with the FastLane web site.
Since much of what is presented is centered on proposal
preparation, you should be able to log on to FastLane
as a PI. If you are not registered to use FastLane
as a PI, please contact Ellen Beck, ERA Coordinator

is intended as a reference guide to assist FastLane
users in navigating the system. The Guide can also
be used as a resource when utlizing the web-based
FastLane Basics tutorial.
