Goldenrod

The "Request for Proposal Approval and Submission" (familiarly known as the "Goldenrod") is the UCLA internal form used for the review of applications for Research as well as for proposals submitted to extramural funding agencies. Whenever research uses the pharmacy, clinical labs, or other hospital services that are performed by the Medical Center, the Director of the Medical Center must review the budget, scope of work, and approve the Goldenrod by signature endorsement. This review ensures that adequate funds have been budgeted for patient care and that any known increases are adequately planned for in the research.

Indirect Costs Rate (Budget)

The budget reflects the Faculty Member's estimate of the actual cost of conducting the Research as outlined in the Agreement. The Budget should include both direct and indirect costs. Direct costs can be easily identified as Salary, Equipment, Supplies and Patient Care Costs used in the Trial. Indirect costs, also known, as "Overhead" or facilities and administrative charges, include items such as building depreciation, library expenses, space, utilities, payroll, accounting and other sponsored research support services.

Conflict of Interest

700-U Form & UCLA 700-KP (Statement of Economic Interest). Under California law, Principal and Co-Principal Investigators are required to disclose financial interests in a non-governmental source (such as a private agency, foundation or company) if that source (sponsor) provides funds for a research project.

700-U & 700-KP Supplement. Pursuant to its charge by the Chancellor, the UCLA Independent Substantive Review committee (ISRC) will request supplementary information from Faculty Member whose work is sponsored in whole or in part by a non-governmental entity in which they have reported a financial interest.

NOTE: ISRC (Independent Substantive Review Committee) A committee of Faculty Members appointed by the Chancellor to review each Positive Disclosure of Economic Interest. The ISRC meets once a month. Faculty Member should allow at least thirty days for the review process. No agreement can be signed on behalf of the University until ISRC Approval is obtained.

Human Subjects (OPRS) Visit the UCLA's Office for the Protection of Research Subjects (OPRS) for more information

HSPC and or ARC Approval is required if Research Subjects are involved. The Committee meets weekly. A minimum of six weeks is recommended to secure this approval. Because the Committee may have questions or suggest changes in the Informed Consent Form or the Protocol, materials should be submitted to the HSPC as soon a possible.

NOTE: No agreement can be signed on behalf of the University until HSPC and or ARC approval is obtained.
