Southeast Conference on College Cost Accounting (SECA) provides through a listserv and regional conferences an opportunity for college and university personnel to:

• Develop consistency in interpreting OMB Circulars A-21, A-110, and A-133; in negotiating long-form calculations; in applying the cost accounting standards; and in mastering other related procedures.
  
• Find better and more standard methods of developing a long-form indirect cost proposal.
  
• Obtain useful ideas from group interaction and discussion with experts.
  
• Benchmark with your peers through the 1997 survey.
