In late 1994, NIH simplified the application for continuation of a Public Health Service Grant (form 2590). In the Streamlined Non-Competing Award Process (SNAP), rather than having to provide a progress report and four financial documents to fulfill postaward reporting requirements, the administrational burden of the principal investigator and associated grantee officials was reduced in cases where no major changes in other support, level of effort, budget, or unobligated balance were being requested for the subsequent year of funding. Researchers and the research administrators were happy. Now, NIH is taking it a step further! A web site is currently being developed to facilitate submission of SNAP-qualified proposals. PIs receiving grant support from the NIH will be able to submit all information pertaining to the Non-Competing continuation in a fully electronic form, without duplication of Form 2590 or any hard copies of the application package.
